Samoa's Casino and Gambling Control Act 2010 was signed into law on 19 October 2010. The act created the Gambling Control Authority to license and regulate gaming properties.

Samoa's first casino opened in 2014 The Act limits the number of casino licenses (initially to two) and provides that only foreign passport holders staying in approved hotel-casino complexes may gamble, a restriction that remains in place despite periodic calls from some MPs to allow local play.
